If it is a Qualcomm version iPhone 7+ it needs its Baseband PMU reballed most likely possibly Baseband CPU reballed. If it is the Intel version it needs the Baseband CPU reballed. There is a somewhat small change that the Baseband needs to be replaced but that is not possible without changing a ton of other board components but is rare on the Plus models.
