error 4005

Hello, I have an iPhone 7 with error 4005. It do not switch to recovery mode during flash, and after few seconds give error 4005. I removed flash ic and check with my jc programmer , it read all data an, mac , etc. then I flashed backup from working one, and correct sn, macs and model. After soldering back situation is same - 4005. Then I took one flash randomly and solder it without any programming and sn correction , and after that phone normally programmed and powering on. But activation is impossible in this case. I have tried more times with other flash ic’es whit uploading original data but no success. What I’m doing wrong?
