iPad Air 2 home button swap?

iPad Air 2, required an LCD assembly and home button replacement. We put in a new home button with the new LCD assembly and get absolutely no response from it. We have attempted reseating multiple times and different parts. My colleagues seem to think it has to do with Touch ID being integrated onto the button itself, and even if the user doesn't use Touch ID the home button is "paired" to the iPad and can't be swapped. Is this true, or is there a way we could fix this?

It's true that the touch ID is bonded with the logic board, but it should still work as a home button.  Check the home button connector on the motherboard, make sure the connector doesn't have bent pins or other problems
