iPhone 7 new battery capacity 90%

I replaced the original battery of my iPhone 7 with a newly ebay bought battery. When I check the battery capacity on the phone, it shows 90%. Shouldn't it be 100% or so?

Normally, it won't be 100%, even for an original battery. However, the 90% capacity is also abnormal.

It is the battery quality issue. The capacity of good quality battery is 90% at least.
